When you come out, you only have to wait a second or two. To do this method, you would drop the heat gauge, SAVE at the phone booth south of Millenium Tower so that if you screw up you can reload, and then go into Akaushimaru. To sum it up, I needed Idol and Zombie Majima. I think there are more non-hidden places nearby for Majima to spawn in, so it increases the chances of a walking Majima, which will give you a better shot at Idol/Officer/Zombie etc. I recommend using the Akaushimaru just across the street from Millenium Tower to the South/SouthEast. Many people argue that Smile Burger below Millenium Tower is the best, and I disagree.
If you are trying to get a specific Majima, like the idol or Zombie, you want to find a central building to go in and out of. going in and out of buildings will reset Majima. The way I always dropped my heat was to get in a streetfight, beat all but the last person, whittle down their health with light punches and then either finish them with a heat move (if I knew it would lower my heat gauge enough) or just let them punch me until my level dropped enough. Majima WILL NOT call out or show up on the map if you have enough Heat to perform a Heat action in combat. The fights are started by a single person who isn't moving, and once you start to beat them up, Majima will bust in. he could be hidden in any number of ways, and I'm not going into real detail here, but he will either be in an environmental hiding spot (sewer manhole, trash can, etc) or will be waiting to jump into a fight. IF you can't see the pointer, that means Majima is hidden If you look at your map when you hear that, there may be a big Pink pointer indicating Majima(for those familiar with Yakuza 0, its the same icon used for Mr. It is Majima saying Kiryu-chan through a megaphone. there is an ability you can unlock early on through Majima everywhere that allows you to know when Majima is nearby.
